Florence St/Benalla Road Upgrade
Greater Shepparton City Council have completed works to upgrade the Benalla Road and Florence Street intersection.
Project complete
The preliminary works commenced in January 2023, with the civil works commencing in mid-March with completion in May 2023.
The works saw the installation of a slip lane for east bound traffic exiting Florence Street. The improved road design allows a more efficient movement of traffic through the intersection, increasing user safety and decreasing disruptions to the flow of traffic.

About this project
The project is 50/50 jointly funded by Council and the Federal Government, Heavy Vehicle Safety and Productivity Program. The estimated cost of the project is $1,670,000.
Varying lane closures will be in place for the duration of the construction works. Traffic management will be in place to control traffic flow in line with the order of works.
Delays to normal travel times are expected and road users are asked to give consideration to these upcoming roadworks when planning their travel time through the intersection.

Description of works
The works will include:
- Installation of a left turn slip lane for eastbound traffic exiting Florence Street
- Full depth reconstructed road pavement designed to cater for heavy vehicle traffic
- Reconfiguration of road infrastructure
- Relocation and upgrade of Goulburn Valley Water water main
- Improved road design to accommodate B-double turning movements
- Improved pedestrian safety

What section of the road is being worked on?
The works are located on the north-east corner of the Benalla Road/Florence Street intersection.
How long will the works take?
3-4 months.
Will Benalla Road / Florence Street be closed to traffic during the works?
The contractor will be working to minimise disruptions to traffic throughout the period of the works.
East and West bound Benalla Road traffic will only experience minimal disruptions.
Northbound along Florence Street will remain open for the majority of the project with any closures kept to the very minimum.
There will be disruptions to southbound traffic during the works with Florence Street (Southbound) closed to traffic south of Enterprise Drive. Detours will be in place as required.
Why does the road need to be partially closed?
There are significant services (Gas, Water, power etc.) within the area of works. Protection of these services and the safety of workers in the vicinity is critical to the project along the installation of the new pavement.
How will I be able to access my home/business?
Businesses along Benalla Road and Florence Street will have access to their premises during the works. There may be some temporary changes to access as the works progress, please obey all onsite directions as required. Pedestrian access will be provided during the works; however access will alter as the works progress. A traffic management plan is available to help you navigate around the works.
What is actually being done to Benalla Road and Florence Street?
Construction of a left turn slip lane from Florence Street onto Benalla Road in Shepparton. With continued development within the area, it was identified the layout of the intersection no longer has the capacity to provide the sufficient traffic flow required. The construction of a left turn slip lane was identified as a significant improvement to ease the current traffic congestion at the above-mentioned intersection and adjacent roads.
Who will be undertaking the works?
Council awarded Apex Earthworks the contract to deliver the works.
Will any of my services, such as power, water and/or waste collection be disrupted?
Any service disruptions will be handled by the relevant authority.
