Shepparton South East Precinct Structure Plan (PSP)
The Shepparton South East PSP will assist to deliver much needed land for new homes, services and jobs and continue to strengthen Shepparton’s place as Victoria’s fourth largest city and a centre for regional growth.
The PSP applies to land within the South East Precinct Area, which is bounded by Doyles Road (Shepparton Alternative Route) to the east, Benalla Road (Midland Highway) to the north, the Broken River to the south and existing residential development to the west.
Background information
Shepparton South East has been set aside for urban development for more than a decade. It was identified in the Hume Regional Growth Plan, Greater Shepparton Housing Strategy (2011), and the Shepparton and Mooroopna 2050: Regional City
The Victorian Planning Authority (VPA) has been working with Greater Shepparton City Council to unlock development ready land through the preparation of the Shepparton South East PSP and Development Contributions Plan (DCP).
To facilitate the implementation of the PSP and DCP an amendment to the Greater Shepparton Planning Scheme is required to rezone the land from farming purposes to residential uses.

The VPA has prepared a draft amendment (C117gshe) to the Greater Shepparton Planning Scheme to implement the Shepparton South East Precinct Structure Plan (PSP) and Development Contributions Plan (DCP) to guide growth in the area over the next 20 years.

What is a precinct structure plan (PSP)?
The precinct structure plan (PSP) is an effective tool for guiding development in identified growth areas. It describes how the land is expected to be developed, and how and where services and infrastructure are planned to support the development of new communities including the location of roads networks, intersections, shopping centres, retardation basins, parks and schools.
The PSP will guide the future development of the South East Precinct Area to accommodate approximately 2,500 homed to accommodate a population of approximately 6,000 people.

A development contributions plan (DCP) establishes a framework for developers to make a financial contribution towards the cost of key infrastructure projects, providing certainty for the future community around infrastructure timing, funding and delivery.
