Notice of Intention to Lease Land - Tatura Caravan Park Crown Land (Reserves) Act 1978

The Tatura Caravan Park is located on reserved Crown Land managed by the Greater Shepparton City Council as a Committee of Management appointed under the Crown Land (Reserves) Act 1978 on Crown Land known as Allotment 9, Section 21, Township of Tatura Reserved for Showground and Public Recreation P160516.

The Tatura Caravan Park is leased under section 17D of the Act to Mr Kaan Gungor and Mrs Linda Gungor. That lease ends on 24 September 2024.

Pursuant to the Leasing Policy for Victorian Crown Land 2023, the Council intends to negotiate a new long term lease to Mr Kaan Gungor and Mrs Linda Gungor before the date the current lease expires.

Notice of Intention to Lease Land - Shepparton Regional Saleyards

Greater Shepparton City Council gives notice under section 115 of the Local Government Act 2020 (Vic) of its proposed intention to enter into a 10 year lease, with an option of two additional 10 year periods, for the purpose to occupy and manage the Shepparton Regional Saleyards from 1 January 2025.

The Shepparton Regional Saleyards is located at 48 New Dookie Road, Shepparton being Lot 1 on Title Plan PS9023255 Volume 12455 Folio 805.  The Lease area excludes the Shepparton Saleyards Café.

Council recently called for Expressions of Interest (EOI) for a Lease of the Shepparton Regional Saleyards, with EOIs closing on the 7 June 2024.  The Lease of the Shepparton Regional Saleyards was also included in Councils’ Draft Budget that has recently closed for community feedback. The aim of the proposed lease is to ensure the Shepparton Regional Saleyards remains a viable livestock selling facility, which will maintain and reinforce Greater Shepparton as a major regional stock selling complex.

The principal terms of the proposed lease will include but not be limited to:

  • The provision of a safe, clean and hygienic environment for all livestock and personnel to facilitate the smooth running of each sale;
  • To maintain compliance with all legislative requirements, quality assurance, accreditation programs, regulations, local laws, waste management, municipal public health and statutory bodies applicable to the Saleyards;
  • To ensure the saleyards remains financially viable.

Council and the successful lessee will develop a program of renewal and improvement works for the Saleyards, which will be considered for future funding and budget cycles. Noise control, stormwater drainage, site security and traffic management will be some of the improvements considered.

There is no plan to change the current sale days. If any changes were proposed, then extensive consultation with the wider industry and stakeholders would be required to consider this.

Any changes to the 10 year lease or proposals to move the current facility to another location would form part of a separate community consultation process.

Council Meeting – 25 June 2024

A Council Meeting will be held on Tuesday 25 June 2024 at 3.00pm. The meeting will be held in the Council Boardroom, 90 Welsford Street, Shepparton.

The meeting will be open to members of the public to attend. A live stream of the meeting will also be made available, and can be accessed via Facebook.

Planning and Environment Act 1987 GREATER SHEPPARTON PLANNING SCHEME Notice of Approval of Amendment Amendment C239gshe

The Minister for Planning has approved Amendment C239gshe to the Greater Shepparton Planning Scheme.

The Amendment came into operation on the date the notice was published in the Victoria Government Gazette, being 11 January 2024.

The Amendment rezones the majority of land within Investigation Area 2 in Kialla that is zoned Rural Living Zone to the Urban Growth Zone to safeguard the area for future development as a strategic residential growth corridor.

The Amendment also amends the Municipal Strategic Statement to provide interim guidance for planning permit applications until a Precinct Structure Plan is prepared and implemented for the land through a future planning scheme amendment.

Specifically, the proposed Amendment makes the following changes to the Planning Scheme:

  • rezones land to the Urban Growth Zone;
  • amends Planning Scheme Map Nos. 11 and 25; and
  • amends Clause 02.03-1 Settlement and 02.04 Strategic framework plans to provide policy support to safeguard the land for future urban development, and to update the Kialla and Shepparton South Framework Plan.

Planning and Environment Act 1987 GREATER SHEPPARTON PLANNING SCHEME Notice of Approval of Amendment Amendment C242gshe

The Minister for Planning has approved Amendment C242gshe to the Greater Shepparton Planning Scheme.

The Amendment came into operation on the date the notice was published in the Victoria Government Gazette, being 18 January 2024.

The Amendment rezones the majority of the yet-to-be developed land within the settlement boundary in Tatura zoned Farming Zone, Low Density Residential Zone and Rural Living Zone to the Urban Growth Zone to safeguard the land for future development as strategic residential growth corridors.

The Amendment makes the following changes to the Greater Shepparton Planning Scheme:

  • rezones land to the Urban Growth Zone;
  • amends Planning Scheme Map Nos. 6, 7, 8 and 10;
  • deletes the Development Plan Overlay (DPO1) from the land north of Pyke Road; and
  • amends Clause 11.01-1L Settlement - Urban growth and consolidation to update the Tatura Framework Plan.

A Precinct Structure Plan and Development Contributions Plan will be prepared to provide an overarching strategic framework for the development of the land that outlines the quantum of infrastructure required to support any future development and to apply development costs equitably.
