Council Meeting - 16 December 2025
A Council Meeting will be held on Tuesday 16 December 2025 at 3:00pm. The meeting will be held in the Council Boardroom, 90 Welsford Street, Shepparton.
The meeting will be open to members of the public to attend. A live stream of the meetings will also be made available, and can be accessed via Facebook and YouTube.
All care is taken to maintain your privacy; however, as a visitor in the public gallery, it is assumed that your consent is given in the event that your image is broadcast to the public. It is also assumed that your consent is given to the use and disclosure of any information that you share at the meeting (including personal or sensitive information) to any person who access those recordings or Minutes.
The agenda, minutes and recording of the meeting will be uploaded to Councils website.

Call for Nominations for Appointment to the Greater Shepparton Heritage Advisory Committee
Greater Shepparton City Council is seeking nominations from individuals interested in joining the Greater Shepparton Heritage Advisory Committee.
The Heritage Advisory Committee advises Council on cultural heritage matters across Greater Shepparton.
The Committee has representatives from ten member organisations and Council. It also has a minimum of two and a maximum of six community representative positions for members of the community who are unaffiliated with the historical groups or societies nominated to the Committee. The community representative positions are voting members of the Committee and are appointed for a two-year term.
The current community representative positions on the Committee will become vacant on 1 December 2025. Those with an interest in heritage issues in Greater Shepparton are encouraged to apply.
Committee meetings are held on a monthly basis (the first Monday of every month) or at other times as determined necessary by the Committee. These appointments will commence in March 2026 and end in April 2028.
Nomination forms can be lodged electronically or by hard copy and are available on Council’s website www.greatershepparton.com.au or in the foyer of Greater Shepparton City Council’s offices at 90 Welsford Street, Shepparton.
Nominations close at 5pm on Friday, 6 February 2026.

Changed Traffic Conditions – Hexman Triathlon Event
Greater Shepparton residents and road users are advised that the Shepparton Tri Club will be holding their Hexman Triathlon event on Sunday, 1 February 2026. To ensure the safety of participants, several temporary traffic changes will be in place.
Midland Highway (Shepparton to Mooroopna)
- The south-side lanes of the Midland Highway will be closed to all traffic to provide a safe cycling route.
- The north-side lanes will remain open with one westbound lane and one eastbound lane, operating under full traffic control.
- Please allow extra travel time if you plan to use this section of the highway between 6:30am and 1:00pm.
Additional local road closures
- Welsford Street: Closed to all traffic between High Street and Wyndham Street.
- Sobroan Street: Closed to all traffic between Wyndham Street and High Street.
- Vaughan Street: Closed at Welsford Street. Parking is accessible via Wyndham Street, as is access to ALDI.
Cyclists will travel along the Midland Highway to the entry point of Mooroopna, complete a turn‑around, and return to Shepparton.

Request For Quotation - Goulburn Valley Libraries
The Goulburn Valley Regional Library Corporation (trading as Goulburn Valley Libraries) invites quotations from suitably qualified consultants for the development of a Business Case for the Shepparton Library Branch.
The Business Case will assess options to enhance, redevelop, relocate, or construct a new library facility. It will include site assessments, costings (including whole‑of‑life costs), operating forecasts, social and economic benefit analysis, and likely return on investment. An Investment Logic Map will be prepared, and findings presented to Council’s Project Team, Executive Leadership Team, and Councillors.
Quotations must be submitted by 8.00am, Monday 16 February 2026, via email to renee.austin@shepparton.vic.gov.au
Quoters must complete all required details for their quotation to be considered. Late submissions will not be accepted.

The Minister for Planning has approved Amendment C198gshe to the Greater Shepparton Planning Scheme.
The Amendment came into operation on the date the notice was published in the Victoria Government Gazette, being 23 October 2025.
The Amendment rezones 13.45 hectares of land located at 100 Ryans Road, Dookie being Lot 2 on PS712899 and all the land on Certificate of Title Volume 11572 Folio 135X currently zoned Farming Zone to Low Density Residential Zone to facilitate the development of the site for low density residential purposes
