At the November Council Meeting, Greater Shepparton City Council resolved to adopt two amendments to the Greater Shepparton Planning Scheme to assist in providing future residential development in Kialla, within the Kialla West Growth Corridor.
Council voted to adopt the recommended amendments to C233gshe and C239gshe, which will now go through to the Minister for Planning for approval.
C233gshe, a combined Planning Scheme Amendment and planning permit, seeks to amend the minimum subdivision area from eight to two hectares for land at 480 Raftery Road, Kialla, with the planning permit seeking to facilitate the subdivision of the land into six rural residential lots.
Amendment C239gshe applies to approximately 271 hectares of land within the Kialla West Growth Corridor (to the north of Mitchell Road and east of Raftery Road) and rezones the land from the Rural Living Zone to the Urban Growth Zone, to allow for the future development of the area as a residential growth corridor.
The Amendment also amends the Greater Shepparton Planning Scheme, which guides all development across Greater Shepparton, to provide guidance for any planning permit applications on the land until a precinct structure plan is prepared and incorporated through a future planning scheme amendment. Council is currently preparing the precinct structure plan for the land, which will then allow for the subdivision of the land into residential lots.
Both Amendments were placed on public exhibition from June to July this year, with a total of 31 submissions received. Each of the submissions were considered by the Planning Panel and resulted in two final Panel Reports, the Greater Shepparton Planning Scheme Amendment C233gshe and Planning Permit Application 2021/208, 480 Raftery Road, Kialla Panel Report and the Greater Shepparton Planning Scheme Amendment C239gshe Investigation Area 2, Kialla and Shepparton South Framework Plan Panel Report, which were received by Council on 7 November 2022.
The Panel Reports recommended that Amendment C233gshe be adopted with post-exhibition changes to the planning permit and that Amendment C239gshe be adopted with post-exhibition changes to the amendment documentation.
Mayor, Councillor Shane Sali, said Council has now considered the recommendations of both Panel Reports and resolved to adopt the recommendations and submit both amendments to the Minister for Planning for approval.
“By Council adopting both Amendments, it will assist in providing additional housing opportunities for future residents of Greater Shepparton,” he said.
“Amendment C233gshe will assist in providing rural-living housing lots that are not readily available within the region. Amendment C239gshe will lay the groundwork for Council to prepare a precinct structure plan for the Kialla West Growth Corridor, which will one day provide a new community in Kialla with housing, open space and necessary infrastructure.”
