Greater Shepparton City Council has awarded the construction contract for the next landfill cell at Cosgrove Three, securing future waste disposal capacity and supporting sustainable waste management across the region.
At last Tuesday’s Additional Council Meeting, Councillors endorsed the recommendation to award the $4.08 million contract, funded through Council’s 2025-26 Capital Works Budget, to Keystone Civil Holdings Pty Ltd, following a competitive tender process.
The construction of Cell Three at Cosgrove Three Landfill is critical to meeting the region’s future landfill requirements, with current cells projected to reach capacity by the 2026-27 financial year – potentially earlier, due to increasing volumes of waste. This increase includes an additional 7,000 tonnes per year from Mansfield and Strathbogie shires, following Council’s successful waste management tender win.
Mayor, Councillor Shane Sali, said the project was critical for continuing operations at the site.
“This new cell will ensure we can continue to meet the needs of our growing population, and support regional partners, while also complying with strict environmental requirements.”
The new cell will be built to Environmental Protection Authority (EPA) standards, including modern lining systems, leachate collection infrastructure and robust environmental protections.
Cr Sali added that without the construction of Cell Three, Council would be forced to send waste to private facilities, potentially costing up to $400,000 per month.
“Every tonne we send to landfill comes with a cost – not just financial, but environmental,” Cr Sali said.
“This is why Council continues to invest in recycling and organics services, like our yellow and green lid bins, which help reduce what we bury and save our community money in the long run.”
Construction of Cell Three is scheduled to be completed by 30 April 2026.
